See if you can get videos, screenshots, etc. of the battle when it happens. If there is indeed a bug where someone can get the other guy to drop, Anet will surely want to know, and the more data you can get them on the issue, the better/faster they'll be able to handle it. If it's actually a bug/exploit, try to figure out how it's done. Try to figure out anything that is part of it. Do they have to activate skills in some order? Does the score have to be at a certain point? Is there a particular position in the map that you/they have to be at? Note everything you can about a battle that it happens in, nick of the person doing it, time it happened, classes you were playing, classes they were playing, etc. and send all of that.

If you just send Anet emails saying "OMG someone is hax in hero battle! FIX NOW!!!ONE" you're not going to see a fix until someone else finds it and explains it better. If you can figure out exactly how it's done, and send that to anet, they can test it, verify the problem, and fix it. Don't post the names of the people you see "using" this "exploit", ('cause it may not even be one, despite your "100%" certainty) and Don't go using it yourself, 'cause that can get you banned, along with them. (You could probably get away with using it once, if you were doing so as part of an attempt to figure out how it's done, and actually succeeded, just don't go abusing it)

There is no way to kick players from a specific map. You have a bad internet connection. Error 7 or error 40 happens all the time.

it sounds like he is being kicked back to the hero arena area, not getting kicked back to the log in screen. it says that he loses and gets sent back to the start area. but i could just be misunderstanding him.

Do you remember the times when there was a lag exploit in hoh ? When players drop gold/items on the ground and the party opponents was kicked out ? getting error... So maybe this is something familiar but this exploit don't lag you out to login screen but kick you to starting area. Btw i am not the one that have that kind of problem and it's not isp.

This is exactly what happening, when you lose or win you get back to the start area that happend to me but i didn't lose or win and the time didn't expire to 00:00.

When something happens this systematically to this many people, it is certainly not "lag" and is very likely being caused deliberately.
